Your views on our Policy for Personal Health Budgets

NHS continuing healthcare is a free package of care for people who have significant ongoing healthcare needs. It is arranged and funded by the NHS. You can receive NHS continuing healthcare in any setting outside hospital, including in your own home or in a care home.

If you receive care in your own home, the NHS will cover the cost of the support you need from health professionals and the cost of personal care which can include help with washing and getting dressed. If you receive NHS continuing healthcare in a care home, the NHS will also pay your care home fees.

In November 2012, following the publication of the final evaluation report from the national personal health budgets pilot programme, the government announced that anyone who is eligible for NHS continuing healthcare had the ‘right to ask’ for a personal health budget by April 2014, and the ‘right to have’ by September 2014.

NHS North Kirklees clinical commissioning group (CCG) has been offering the option of a personal health budget to all eligible individuals since this time.

Personal health budgets are not specific to a particular group of patients or to a particular set of services, and therefore this policy applies to everyone who is currently eligible for NHS continuing healthcare or has a package of care that is jointly funded by the CCG and Kirklees Council.

Personal health budgets are about using NHS money differently, promoting choice and control for individuals.  We have developed the Policy with this in mind, and we want to know if we have got it right. We would appreciate it if you could read the policy and let us know your views. Any feedback will be considered, to make sure local needs are met, where possible, in line with the national policy expectations. The policy will be amended to incorporate your views.
